Ings has been seeking an exit from Anfield throughout the course of the transfer window, with first-team assurances under Jurgen Klopp not guaranteed ahead of the forthcoming season.
Southampton have requested an extension in order for them to complete the deal, following the 5pm deadline having been passed.
Ings, who has been courted by the likes of Crystal Palace and Newcastle United this summer, according to reports, looks set to be playing his football back down south for the season ahead.
