Fluminense are preparing a second bid for the services of Allan Rodrigues de Souza, according to UOL, via Sport Witness.
The 22-year-old is currently on loan at the Brazilian club, but they want to make the move permanent.
Allan is still yet to make an appearance for Liverpool, having joined from Internacional back in 2015.
He has struggled with UK work permit issues, effectively putting paid to his Reds career.
Personal terms have already been agreed, but the first offer was rejected by Liverpool.
Allan has been in England to try and complete the move, but nothing has been sealed yet.

Allan arrived with a big reputation four years ago, but it has never happened for him at Liverpool.
The work permit problems certainly didn’t help and he never managed to get settled at any point.
A talented footballer, the sooner he can complete a permanent move to Fluminense, the better it will be for all parties.
