The Mirror report that contract talks between Ramsey and the Gunners have broken down, and there is now no contract offer on the table.
Ramsey is approaching the final months of his current deal with the club and will be free to speak to potential suitors from January.
Juventus and AC Milan have also been heavily linked with a move for the Welshman, in what could be a potential bargain signing.
Liverpool were touted as a possible destination for the player during the summer window and with the player likely to be available for nothing, the Reds could be alerted by his availability.
Arsenal could be forced into selling the player during the January transfer window if they want to avoid him leaving for nothing.
