The Reds wanted to keep Ings at Anfield but have accepted his request to leave as he wants to play regular first-team football.
The 25-year-old was reportedly offered a new contract by the Reds but has decided to look for a move as he sees his chances of getting regular action at Liverpool as slim at best.
Ings signed for Liverpool back in 2015 but only played in 25 games in three seasons after suffering two serious knee injuries.
The list of clubs hoping to sign Ings is likely to be a long one, with Sam Wallace of the Telegraph suggesting that RB Leipzig, Schalke, Bayer Leverkusen, Newcastle United, West Ham, Leicester City and Wolverhampton Wanderers have all shown interest in him in the past.
