The Argentine international was facing a race against time to be fit for his side’s semi-final second leg tie with the Reds this week but has failed to recover from a knock in time.
Perotti is an important player for Roma and netted their second goal in the first leg clash at Anfield, which Liverpool won 5-2.
The experienced forward is not the only important player who Eusebio Di Francesco will be without, either. Much like Perotti, star midfielder Kevin Strootman has also been ruled out of the game due to a knock to his ribcage.
Liverpool will be in confident mood ahead of their crunch match in Rome, with a three-goal advantage in their favour.
